We support strongly two (2) essential actions for the Dulles Metrorail Project (the “Project”):
- Public, competitive bidding of the Final Design & Construction of the Project — fundamental to assuring responsible, accountable public procurement, delivering the best price and value for our public investment, and protecting the public interest; and
- Construction of a 3.5 mile tunnel beneath the entire length of Tysons Corner
(the “Tysons Tunnel”). Compared to the current Elevated Rail, the proposed Tysons Tunnel reduces environmental effects, improves our financial investment, and increases dramatically the near-term and long-term benefits for our community.
We call upon our elected representatives with the Congressional Delegation, Commonwealth of Virginia, and Fairfax County Board of Supervisors as well as our appointed representatives with the Federal Transit Administration and Metropolitan Washington Airports Authority to take the following two (2) common sense actions for the Project and for the public benefit:
- Exercise the Commonwealth’s option and open the Final Design & Construction of the Project and the Dulles Transit Partners (a consortium of Bechtel and Washington Group International) contract to public, competitive bidding to assure the best value and price for the Project and to protect the public interest; and
- Reopen consideration of the Tysons Tunnel by completing its environmental review and offering it for public, competitive bidding — as a side-by-side bid alternate to the current Elevated Rail — so that fixed bid prices and timing commitments are fully known and publicly disclosed prior to a final decision between the two options.
